Article I: Name The name of this organization shall be the Iowa State University College Republicans and it is a charter member of the Iowa Federation of College Republicans (IFCR). Article II: Purposes of the Club Section 1: To make known and to promote the principles of the Republican Party among the students at ISU. Section 2: To recruit Iowa State University students as members of the Republican Party. Section 3: To aid in the election of Republican candidates at all levels of government. Section 4: To develop political thought, skills, and leadership abilities among Republican students as preparation for future services to the Republican Party and the community. Section 5: To uphold the policies and pursue the goals of the Iowa Federation of College Republicans. Section 1: Membership in the Iowa State University Republican Club is open to all students, faculty, and the staff of Iowa State University and/or their spouses regardless of sex, age, color, national origin, race, religion, disability, sexual preference, or any other characteristic that would deny that person consideration as an individual, or would arbitrarily prevent them from joining the Club or participating in any capacity. Section 2: A person becomes a voting member in good standing upon attendance of two (2) regular Club meetings or two (2) Club events in any given semester and pay a club fee of ten dollars per year. Section 3: A member in good standing shall retain that designation provided that: 1) The member has attended at least (2) regular Club meetings or (2) Club events in any given semester subsequent to becoming a member in good standing and pay a ten dollar club fee. If not, the member will no longer be in good standing at the beginning of the next semester. Article IV: Officers Section 1: The officers shall be a Chairperson, Vice-Chairperson, Executive Associate, Secretary, and Treasurer. Section 2: The officers shall be elected at a regular Club meeting before the end of the first semester, not earlier than November 1. Section 3: Notice of election of the Club officers shall occur at a regular meeting not less than two weeks prior to the regular meeting at which elections are to be held. Section 4: Nominations of candidates for Club officer positions shall be made by any club member in good standing. Section 5: Officers shall be elected by a majority of those Club members in good standing, present, and voting. In the event that there are an even number of individuals meeting these qualifications, the Chairperson shall abstain from voting to reduce the likelihood of a tie. If a tie still results, the Chairperson will then cast a tie-breaker vote to determine the winner. Section 6: Vacancies occurring among the officers shall be filled at the next regular Club meeting after such vacancies occur, provided however, that upon vacancy in the position of Chairperson, the Vice-Chairperson shall become Chairperson, and upon the vacancy in position of Vice-Chairperson, the Executive Associate shall become Vice-Chairperson. Section 7: The duties of the officers shall be as follows: 1) Chairperson: To preside over all meetings of the Club and all meetings of the Club officers; to administer the Club program; to represent the Club in an official capacity. Article V: Appointive Positions and Committees Section 1: The Chairperson shall appoint with the consent of the majority of the officers, such project directors, and residence halls, fraternity, sorority, and other necessary coordinators, a parliamentarian or other positions as may contribute to the successful operation of the Club. Section 2: The Chairperson shall create committees to deal with specific areas of Club activity. Committee chairpersons shall be elected by a majority vote of the Club. Executives of the Club may not be committee chairpersons. Section 3: Immediately upon taking office, the Chairperson must create a Membership Committee, a Voter Registration Committee, and a Website Committee. 1) The Membership Committee shall be responsible for the conduct of recruitment tables and the maintenance of the membership lists. Article VI: Regular Meetings Section 1: The Club shall hold regular meetings no less that twice monthly while school is in session. Section 2: Regular meetings may be held at the call of the Chairperson or of any three club officers. Notice of a regular Club meeting shall be given to all Club members in the most complete manner practicable not less than one week prior to the meeting. Section 3: A quorum for a regular meeting shall consist of the members present at a properly called meeting, but shall not consist of less than the Chairperson (or some properly appointed Chairperson pre-tem), the Secretary (or some other properly appointed Secretary pro-tem), and three voting members of the Club. Section 4: All Executives are required to attend the regular meetings of the Club. If an Executive must be absent from a meeting, he must, prior to the holding of the meeting, obtain permission from the Chairperson. 1) If an Executive is absent form a Club meeting, and has not obtained permission from the Chairperson, that absence is considered "unexcused." Article VII: Impeachment Section 1: Any officer may be impeached for failure to perform his prescribed duties properly and in good faith. Section 2: A motion to impeach may be made by any voting member in good standing or by another officer at a regularly called meeting. The motion to impeach must be approved by a simple majority of those voting. If the motion succeeds, debate on the matter of removing the impeached officer must follow. A motion to remove the officer (made as a motion to rescind the officer’s appointment) shall be made by a voting member of the body. That motion must be approved by a two-thirds majority of those voting. Upon passage of the motion to rescind, the officer is removed from office and the position is vacant. Section 3: The position shall remain vacant until the next regular meeting when an election to fill the vacancy shall be held. The removed officer may seek election to fill the vacancy, as may any other Club member in good standing. Article VIII: Amendments Section 1: Amendments to this Constitution may be adopted upon the affirmative vote of two-thirds of the voting members at a regularly called meeting that a Constitutional Amendment has been proposed must be made known in advance of the beginning of the meeting at which it is to be voted upon by labeling the bill on the meeting’s agenda as an "Act to amend the Constitution." Section 2: Appropriate action must be taken to notify members that amendments have been proposed at least one week prior to the meeting at which they will be debated. Article IX: Emergency Powers Section 1: In the event that it is absolutely impossible for a meeting of the entire Club to be held and the Executive Council unanimously agrees that some action needs to be taken, the Executive Council may take such action, provided that: 1) It is totally unfeasible to contact enough members to hold a regular meeting, andSection 2: After taking such emergency action, the Chairperson must call a regular meeting of the Club as soon as it is possible. A full report of the emergency action taken must be made to Club members at that time, including any Club resources used, any further action required by the Club, and anything else related to the action taken under these emergency powers. After such a report, the officers shall stand open to questions from the Club until all questions asked by members have been answered. Section 3: A permanent written record of emergency actions taken by the Executives shall be kept by the Secretary and placed into permanent Club records. Section 4: After the delivery of the report of the action to the Club, the Club must vote to approve or disapprove the action by a simple majority. In the event that the body does not approve of the action taken, legislation may be introduced by any member in good standing to restrict the Executives’ emergency powers for a period of up to three months. Section 1: Iowa State University Republican Club shall remain separate and independent from all other campus organizations. Section 2: Iowa State University Republican Club may choose to co-sponsor certain events with other campus organizations but such action requires a two-thirds vote by the members of the Club at a regular meeting. Article XI: Dissolution Section 1: In the event that Club members wish to dissolve, a bill labeled, "An act to dissolve the College Republican Club at Iowa State University" shall be introduced by a voting member of the Club. In it shall be contained a preamble stating the reasons for the Club’s dissolution. Approval of the act requires a two-thirds vote. Section 2: Upon dissolution of the Club, funds remaining in the Club’s treasury shall be given to Iowa Federation of College Republicans. |
