If you don't have Internet Explorer, you can download it from Microsoft Website.

Second Step.
If you installed IE, you need to install Global IME in order to use Korean on the web.
If you choose customize option when you install IE, you may set Global IME installation option on.

you should reboot your computer after installing the files : )

Third.
Well, from now on, you can use Korean on the web.
