1. Name:
   1. The name of the organization shall be the Cyclone Amateur Radio Club.

- - - - -  Article II  - - - - -

1. Purpose:
   1. The purpose of the organization shall be as follows:
      1. To provide leadership experiences for under-graduates through amateur radio
      2. To provide a forum for members to increase their knowledge and skills
      3. To assist those who are interested in obtaining or upgrading their license
      4. To increase opportunities for fellowship and collegiality
      5. To provide support to the community in times of need, and to participate in community activities such as VEISHEA
      6. To help educate the public about amateur radio

1. Membership:
   1. Membership of the organization shall consist of any ISU student, staff, or family member who has an interest in amateur radio, and who has paid their dues.
   2. Membership dues shall be $15 for one school year.
   3. Members shall have the privilege of using the club equipment according to their license class and consistent with Federal Communications Commission regulations regarding amateur radio.
   4. Advisors are exempt from dues and shall not vote.

1. Officers:
   1. Shall be President, Vice-President, Secretary, and Treasurer.
   2. The President, Vice-President, Secretary and Treasurer must be ISU students.
   3. Duties of the Officers:
      1. It shall be the duty of the President to:
         1. Preside at all meetings.
         2. Act as an ex-officio member of all committees.
         3. Organize the programs for club meetings and activities.
         4. Direct the activities and operations of the club, including the Wednesday night net.
         5. Call meetings of the club.
         6. Call special meetings of the club and/or cabinet on an as-needed basis.
         7. Coordinate the club repeaters with the Iowa Repeater Council in absence of the Repeater Chair.
         8. Maintain proper club registration with the Student Activities Center.
         9. Maintain proper Trustee License for club callsigns.
      2. It shall be the duty of the Vice-President to:
         1. Preside at meetings in absence of the President.
         2. Supervise any committees that are formed and participate as a member of such.
         3. To supervise and carry out the club's involvement with VEISHEA.
         4. To organize help sessions for those interested in obtaining or upgrading their license.
         5. Carry out any other responsibilities of the President in absence of or at the request of the president.
         6. Take on the duties of Station Manager in his/her absence.
      3. It shall be the duty of the Secretary to:
         1. Keep the minutes of each meeting.
         2. Keep a record of the attendance at each meeting.
         3. Publish the minutes on the club web page.
         4. Maintain the club web page in absence of the Web site Manager.
         5. Maintain the CARC and CARC Cabinet e-mail lists.
         6. Check the club mailbox in Friley Hall regularly.
      4. It shall be the duty of the Treasurer to:
         1. Receive and disperse all funds of the club.
         2. Maintain the Treasurer's records and submit it for audit upon request.
         3. Inform members of the financial standing of the club.
         4. Maintain the key list for the club station.
2. Managers:
   1. Shall be Station Manager, Repeater Chair and Web Site Manager.
   2. Duties of the Managers:
      1. It shall be the duty of the Station Manager to:
         1. Maintain an inventory and accountability for all club equipment.
         2. Arrange for maintenance of club equipment.
         3. Make a monthly report on the club equipment.
         4. Coordinate cleaning and maintenance for club station.
      2. It shall be the duty of the Repeater Chair to:
         1. Maintain repeater controller software.
         2. Report problems to Cabinet and arrange for repair.
         3. Coordinate the club repeaters with the Iowa Repeater Council.
         4. Carry out authorized repeater expenditures as directed by the Cabinet.
      3. It shall be the duty of the Web Site Manager to:
         1. Maintain the club Web Page.
         2. Contact other officers to verify the accuracy of information contained in web site (meetings, operations, and repeater information).
         3. Maintain CARC, CARC Cabinet, & CARC ACL Vincent lists.
3. Executive Cabinet:
   1. Shall consist of the President, Vice-President, Secretary, and the Treasurer.
   2. Shall have the responsibility to:
      1. Pay all bills and report the paying of such bills.
4. Cabinet:
   1. Shall consist of all elected officers and managers.
   2. Shall have the responsibility to:
      1. Carry out the programs of the Cyclone Amateur Radio Club.
      2. Organize and plan all meetings and activities.
5. Elections:
   1. Students must be in good academic standing to hold elected office.
   2. Elections shall be held at the last club meeting of the current semester for the up-coming semester.
   3. All officers shall serve for a term of one semester.
   4. A majority vote of the quorum shall be required to elect an officer.
   5. A special election shall be held when necessary to fill a vacancy in any of the officers' positions.
   6. An officer may be removed due to negligence by a three-fourths vote of the quorum.
   7. An advisor may be elected or removed in the same manner as an officer.
   8. Advisors shall serve indefinitely.

1. Financial Decisions:
   1. All finances shall be handled according to the rules of the Campus Organizations Accounting Office.
   2. Decisions regarding expenditures of less than twenty dollars may be decided by the Executive Cabinet.
   3. Decisions regarding expenditures of more than twenty dollars shall be presented to the club members for approval by a simple majority of those present at a regular meeting.
   4. Emergency expenditures may be decided by the Executive Cabinet in consultation with an Advisor.

1. Parliamentary Authority:
   1. When conducting business and meetings, Roberts Rules of Order will be observed.

1. Meetings:
   1. Shall be held at least once a month, at a date, time and place, which shall be announced and posted at least one week in advance on the club web site: http://www.stuorg.iastate.edu/radioclub/
   2. The President may call special meetings as deemed necessary.
   3. Cabinet Meetings shall be called by the President.
   4. Cabinet Meetings shall be open to all club members unless otherwise specified by the President.
2. Quorum:
   1. A quorum shall consist of the members present at a duly called meeting.
   2. No business shall be conducted unless a quorum is present.

1. Adoption of these bylaws:
   1. This document shall be presented to the membership at two consecutive regular club meetings.
   2. A two-thirds vote of the members present at the second meeting will adopt this document as the bylaws of the Cyclone Amateur Radio Club.
2. Amendments:
   1. All amendments or revisions to the bylaws shall be presented to the membership at two consecutive regular club meetings.
   2. A two-thirds vote of the members present at the second meeting will adopt said amendment or revision.
