Iowa State Railroad Club Constitution

Article 1: Membership

A. Three types of members exist within the railroad club:

  1. Student Members

  2. Faculty Members

  3. Alumni Members

B. Once a person is made a member, they are considered to be a member for life so long as they pay dues.

C. Membership shall be open to all members of the Iowa State community, according to the official ISU Non-Discrimination and Affirmative Action Policy (.pdf file).

Article 2:Organization

A. The organization of the Iowa State Railroad Club will be divided into three groups: the Executive, general members, and alumni members.

Article 3: The Executive

A. The officials of the executive shall consist of the president, vice president, and treasurer.

B. The executive authority of the ISRRC shall be vested in the president. The vice president and treasurer shall assist the president in carrying out the affairs of the ISRRC during their administration.

C. Qualifications

  1. Must be a student member of the Iowa State Railroad Club

  2. Must have been selected for their position according to Article 4, or have been appointed when a vacancy exists according to Article 3, Section H

D. President

  1. Shall be the chief administrator of the ISRRC

  2. Shall have sole power and complete responsibility for the effective and efficient administration of the affairs of the ISRRC

  3. Shall serve as the official representative of the ISRRC

  4. Shall be the chair of the executive, and have one vote in the executive

E. Vice President

  1. Shall assist the President in the execution of his/her duties

  2. Shall assume all duties of the President if the President is unable to perform his/her duties

  3. Shall maintain the Constitution

  4. Shall have one vote in the executive

F. Treasurer

  1. Shall be responsible in maintaining all financial transactions of the club in the ISRRC ledger

  2. Shall monthly balance the ISRRC ledger with the Campus Organization’s Accounting Office Project Sheets

  3. Shall be charged with dues collection

  4. Shall make pay all bills due in the name of the ISRRC

  5. Shall develop a proposed budget for GSB Regular Allocations by the last week of the Fall Semester in consultation with the executive

  6. Shall have one vote in the executive

G. Advisor

  1. Serve in the advisory capacity with regards to the organization and direction of the ISRRC

  2. Assist the executive in the administration of the ISRRC

  3. Responsible to the executive and membership of the ISRRC

  4. Shall be considered a Faculty Member

H. Succession of Office

  1. In the event of a vacancy within the executive, the President shall appoint a member to fill the vacancy with a majority approval of the student membership. In the event that the Presidency becomes vacant, the Vice President shall immediately become President, and a new Vice President shall be selected.

I. Removal from Office

  1. Any person on the executive can be removed.

  2. The membership must formally charge the person for misfeasance, malfeasance, or nonfeasance of duty.

  3. The highest ranking executive not being charged shall oversee the removal process

  4. The office shall read the charges at the next meeting, and chair a brief discussion from both parties. A vote will then be taken, and 2/3 of the student membership must vote in favor of removal for the action to take place

Article 4: Elections

A. The executive member of highest position not running for office shall be charged with the running of the elections

B. All candidates must meet the qualifications of their position

C. Elections for the next year shall be held at the last scheduled meeting of the year

D. Potential candidates shall make their intentions known to the selection chair two weeks prior to the election

E. All candidates shall be given a chance to address the club

F. Only student members shall be given the right to vote

G. Candidates receiving a majority of the vote shall assume all responsibilities of that position

Article 5: Finances

A. The executive must approve spending from the ISRRC account

B. Dues shall be the following per semester, or bi-annually:

  1. Student members $10

  2. Faculty members $10

  3. Alumni members $15

C. Dues must be paid each semester to be considered a member

Article 6: Ratification and Amendment

A. This Constitution shall be considered law of the Iowa State Railroad Club upon passage by a vote of 2/3 of the student members.

B. Amendment to this Constitution shall be possible with 2/3 of student members’ approval. Amendments must be presented one week prior to vote to all members of the Iowa State Railroad Club

The Iowa State Railroad Club is provided with web space from Campus Organizations and is funded by GSB.
