Project Evaluation Procedure

Structure of project evaluation

Project Evaluation will be carried out in two steps:

Step 1 --> will determine the credibility of NGO and will give brief introduction about project. We do not expect complete project at this point. We will ask NGO to fill out project application form 1 and that will used for 1st contact evaluation.
Step 2 --> involves only project evaluation.

First Contact

Credibility of NGO

Guidelines:

  • Organization should not have religious or communal inclination/backing or communal cause.
  • None of the previous projects should have had scope for human or animal rights violation.
  • Organization should not have any conflict with the govt. rules and should be legal.
  • None of the previous projects should have had any adverse impact on the environment. All the projects conducted by an NGO should be environmental friendly.
  • NGO should not have had any scope/inclination or history of corruption.

  • If NGO does not satisfy any of the above conditions, committee can reject the project at this stage and will inform the group giving reason for the rejection.
  • References preferably through Sankalp contacts or otherwise through the NGO contacts.
  • Quality of the previous projects they have done.
  • At least three years of experience unless referred by any known member or through direct contact made by Sankalp. When a project is referred by an alumni or Sankalp attempts to verify the project using Sankalp networks then this clause may be ignored.
  • All the previous projects and money transactions made by NGO should be transparent to Sankalp and NGO should be able to provide any previous details if asked by Sankalp.

Target population

People being benefited through the project should be economically backward section. [Information provided by the NGO on the project questionnaire in the 1st contact form, could be verified by the committee or members using independent sources like census or India contacts.]

Geographic location

People should be from under developed region. Preference will not be given to rural population.

Feedback mechanism

All reports provided by NGO. Sankalp will also initiate and develop a feedback mechanism through its India contacts. If possible through an intern from TISS or from similar organizations. Group will be notified by committee about the development of feedback mechanism from our side. Group will be final judge about the feedback mechanism and will decide whether we should go for the 2nd contact or not.
Sankalp will keep working on feedback mechanism through its India contacts. A final vote will be taken by group based on the information available on the 1st contact.

Second Contact

In this system each criterion will be given fixed rating and group will vote for each criterion.

Evaluation procedure for each criterion:

1. Sustainability:

It is divided into 2 ratings, sustainable and non sustainable

If the project is sustainable then consider following sub-criterion:

4. Financial aspects:

A. Sankalp’s money should go towards actual project and not to the administrative and infrastructural costs of the organization.

B. Budget money should be very specific and if members feel that some of the money allotted for particular task is not justifiable then probably whole project should be reconsidered.

5. Sankalp's contribution to fund the project or part of the project as a component:

If the project is huge, Sankalp will decide which critical component(s) it wants to fund. Contribution of Sankalp should be substantial and impact of Sankalp’s funds should be directly seen. e.g. Funding of library or computers in case of school building project. Group by consultation with the NGO will take the final decision to fund the component(s). NGO will be conveyed with our decision about the component(s) we may fund. If organization requires funding for those Sankalp will ask NGO how they plan to raise rest of the money required for that component? If answer is up to Sankalp’s expectation then scores will be given for the critical component(s) that we are going to fund.

7. Participation of Locals:

If there is participation of locals 10 points should be given.

Vote will be taken to give the score.

Final decision and fund transfer:

Final decision of funding the project will be taken by voting. Only Sankalp patrons or volunteers can vote.

  • Sankalp will contact respective NGO with there final decision. Final scores will not be updated on Sankalp’s website till we let NGO know about our decision.
  • NGO should get back to us with all the financial details within 2 months if Sankalp decides to fund the project otherwise funds allotted for that project will be considered as a surplus and will be considered for other projects.

Note-Criterions removed from previous evaluation criteria:

  • Relevance to Education: Survey previously conducted by Sankalp indicated that our focus is overall development; hence, preference will not be given to projects related to education.
  • Geographic Location: Survey showed that overall development is important and it doesn’t matter whether project is rural or urban or for tribal.
